This speculative urban intervention explores capping Interstate 5 through Seattle’s dense urban core to repair long-standing neighborhood fragmentation. The project proposes a continuous platform of green space and mixed-use development aligned with the elevation of Melrose Avenue, spanning the freeway and reestablishing east–west connectivity. A pedestrian arcade descends approximately 55 feet to Howell Street, using section to stitch downtown Seattle back to Capitol Hill while transforming infrastructure from a barrier into civic ground.
